I looked up the voter polls for the Franklin area with last minute registrations.
From their site..
VOTER REGISTRATION:
If you are not registered to vote, you may do so at City Hall in person during normal business hours (8:30 a.m. to 5:00 p.m.) any time up to the day before the Election, or at the polls on Election Day. To register, you must provide a driver's license or other form of identification with your current address. If you have any election questions or comments, please call the City Clerk’s office at 425-7500.
