I am looking to pick up a LS1 swapped car that does not have any catalytic converters. What are the rules in Wisconsin for this? Where I came from it differed by county (I live in Milwaukee). Is there a rule here where if you show a certain amount in receipts you are exempt? The car is 1993 if that matters.

There's no emissions anymore on a 93 anyway...Does it matter?

According to this no emissions on anything before 1996...

Some late production 95's do have to take emission testing. I have a customer with a late 95 Camry and he has to take them but 93's won't for sure.
