Have a 98 Jetta GLX with 2.8l V6. Has what appears to be new 0/2s and has a new aftermarket cat on it. Runs good but it keeps flipping on the cel and setting codes po131 and po137 which are for front and rear 0/2 low voltage. When the light is off it has a roughish idle more so at cold start but most of the time. When the light is on, it runs much smoother. I dont have any software to do anything other that check codes and I either need to find the problem or eliminate the 0/2s. Can anyone help??

It's probably actually that lean to set both low voltage codes. The 02's are a symptom of the real problem. The rough running is also another symptom of the real problem. Fix the lean condition and that in turn fixes the 02 codes.

When the cel is on, it defaults to a pre determined running condition, usually open loop and rich, haven't a clue though on this German nonsense, but prob similar. Hence the smooth out with the cel.

Or you have two really high resistance connections on each 02 sensor signal wire circuit dropping voltage return below threshold, highly unlikely this has occured.
