I believe the jist of this bill is to allow military surplus collectibles to be licensed to drive on public highways with original safety requirements from manufacture.
There was a movement the last couple of years to get them off the road.
What's nice about this is if it goes through then it can't be turned around and construed to remove early model cars.

Sort of a give them and inch and they take a mile mentality when it comes to government decisions.
