I remember reading in a thread I visited on here within the last week where someone said they found a program you can download for tuning that has a similar format to HP Tuners... something like T7 tuning or something... can't find it now... anyone know what that was?

Nothing is free, at the bare minimum you would need a piece of hardware to interface to the OBD port. SAE-J2534 is the most common "standard" that I know of.
And even then many/most vehicles do not have free software. What vehicle are you talking about?

I've never heard of anything like that. There is a phone app that reads codes and stuff like that.

I wouldn't trust it, I dropped bookoo money for HP Tuners, but I'm getting so much more in return. I wouldn't risk corrupting my ECU on bootleg software.
