Don't understand what its so dumb or hard to believe. People order steroids off the internet every single day. Also illegal, what's the big deal about this story? New Mexico trying to pass a law that says drug offenders won't spend time in jail. They will put them in rehab instead of just delaying their use, and probably prosecuting them several times again. They spend 28 million a year or something like that on prosecution alone.

Steroids are a schedule III substance instead of schedule I, so its a MUCH smaller deal. There is little risk in doing so, compared to weed or narcotics through the mail.
There are ways to do it through any of the shipping services, remember a year or so ago a guy had a huge box of weed shipped but it got held at the facility, and the dumbass came down to claim it.
