My car is back from paint and I have a pile of trim (blackout) that needs to be
refinished before reinstalling. I'm thinking of doing flat black on everything, including headlight bezels and grille.

The bezels and grille are plastic, can you powdercoat plastic?

Since parts are electrostaticaly charge many non ferrous things can be powder coated, I expect your plastic grill and bezel would hold up to the heat required to melt the poweder. Be interested to hear if anybody here has used a local vedor like hy-tec to do thermoplastics.

If the plastic can handle 400 degrees, I don't see why not.

I've never tried it.

The plastic parts will start softening over 200 deg

That's a rather generalized statement, really depends what it is.

if your plasitcs can handle 400 degrees for 20min you will be fine.
