Surprise Bday Party...Where to have one?

Okay everyone I need a little help and fast to get this thing planned on last minute. I am looking at throwing a surprise bday party for someone and can't find a decent spot to have one. Every place wants me to have the option of buying a buffet and I don't want to do that not knowing how many ppl would come. I'd like to have one at a bar, but all the ones I find have the buffet plan where it's about $8 bucks or $10 bucks a plate.

Anyone know of anywhere? Any deals?
