Don't worry Citizens... That operator has a "union card." He also works for the Sanitation Dept. and plowing snow isn't his primary job. Therefore it will become his supervisor's or the city's fault this happened. In turn... The city will blame the vehicle owner because they parked there during a snow emergency.

Funny how that works right?
