wow, seen plenty of vehicles sold without title but this is the first time Ive seen titles with no vehicle...

i know with the much older cars (pre vin), you can sell a title as a "historical document"

Yes it is legal to buy/sell/own a car title without the car. There are many companies out there who sell titles as "historic documents". Of course typically they are not used as such, but rather used to "reincarnate" a non-titled vehicle (which is not legal).

What you have to be leery of, however, is that those titles may not be the most recent one- the most recent version could be labeled as "junk" and then you still wouldn't be able to use the title for anything more than a "historic document".

Some of those are super rare cars!
