Many years have passed since I last applied for personalized plates but the time has come again. In general I am familiar with the process but would like to know the best way to go about applying, if there is one......

I thought you were moving away? Why would you pay a premium for plates and then move away?
If it's something that can be construed as derogatory, make sure you have an excuse.

I am moving this fall but my plates expire soon and need to be renewed regardless. The fee is only $15 and if the plates are not needed after this year I will display them somewhere. The plate I have in mind might be questioned as derogatory but the meaning directly relates to the vehicle and should be approved.....

Email the state, and make sure its available. Fill out this form:http://www.dot.wisconsin.gov/drivers/forms/mv2428.pdf
You can send it in or take it to the DMV, up to you.

I think you pay a counter fee at the DMV, so it will be cheaper to do it yourself. I'd only recommend the latter if you already have to go the DMV for something else.
