Jet Ski Question...

I'm looking at getting a jet ski... 1999 kawi zxi 1100cc 2 person. To legally tow a tube or whatever, you must have a 3 person ski. What are the odds I'll get busted using a 2 seater and any idea what the fine would be like? I plan to use it mostly in pewaukee lake.

DNR is VERY strict on 3 seaters for towing. its for your safety.
