Size XL, I am 6'-1", and 220#, the XL fits fine over jeans and a sweatshirt, but is a bit tight from the shoulders to the crotch area.
I would think if you are 5'-11" or a bit shorter it will fit you just fine.
It is brand new, I bought an XL and a XXL. Figured I can send one back that didn't fit right, but then I thought "Hey give someone one here a good deal on it" So the price is $130 cash. I will be in the West Bend area Mar. 6th weekend, and can meet up somewhere. Or I'll ship it for probably around $20-25?
