If one were to get a catless downpipe for a l67 then got a pcm tuned to remove the error code, would it pass WI emissions? Hypothetically speaking of course........

i think it does i know my catless y on my T/A passes with O2 SIM's plugged in as long as they don't look under the car for the cats. mine passed two years ago we'll see soon i got until the 28th of feb to take the T/A in again this year

If all things are right it could pass. Depending on age of the car as many as 2 out of 7 readiness checks incomplete are allowed. Just because no ses light is on doesn't mean it will pass a plug in test. You need a scanner that can look at readiness codes right before you take it in.

If all they do is check the computer for ready codes then it should pass. Thats all i had to do for my Trans-Am. OBD2. I dont have cats. I had the codes tuned to "ready" mode

My ZX-Poo with an SCT programmer (header / catless) breezed through the DMV without a problem.
I've never had an OBD2 car really looked at closely when it went in. Plug in, no codes + check gas cap = 5 minute inspection and I was on my way.
