it is a option, If it is a cold climate it should have one. Look for a cord out of a freeze plug, that's how they install. Per ALLDATA

In 06? I know there are after market options - but didn't think there was an option in a North American TDi

The TDI block has no frost plugs so there is no way to install a block heater, factory or otherwise.
Some dealers will install a small glue-on oil pan warmer, but most TDI folks swear by coolant heaters... in particular, Frostheater makes a very nice kit:

my friend just bought one figured i'd check for her. i couldn't find anything around the motor and she didn't have owners manual so. thanks guys.
