I was watchin Fox news on saturday, and they said something about "gas/petroleum futures." These are the speculated future prices of crude oil based on a speculated demand. Speculators have been bidding high on the price of gas for the past few years. The same situation ocured in the movie "trading places" (I think that was the name) with Dan Akroy. Also, speculation was a major contributor to the great depression. Someone, somewhere, is pocketing that extra dollar per gallon.

If you want to lower gas prices, you need to write to your congressman to support the requirement for speculators to put a down payment on the gas future. I'm going to write Fox news so I can find out what exactly to do and I'll post the info here.
