I remember Yoo bitching about this awhile ago. I'm surprised no one else saw this.

"The latest reason that utility bills are going up around the state has nothing to do with keeping the lights on.

A new surcharge on utility bills ("low-income assistance fee."), tacked on as part of the budget that was passed in June, will be used to pay the salaries and benefits of district attorneys in counties across Wisconsin."

My neighbor got all new insulation, basement windows, water heater, and furnace and of course free heat with the state heat assistance program. He said thanks :rolf
