I just read the article. I think it's so ugly because it's not finished. With a million shiny windows on it it might looks a little better.

I don't think the writer was in North Korea.But the only ones taking it out of the pictures are the north korean gov't, hence they lack humorous image of them airbrushing, implying that they lack anything better. In a decade, the north koreans will be MSpainting it out of pictures.

From the look of it being all concrete that is what the face of it will look like, maybe painted? doubt it with the size of it though. The windows are most likely set back a few feet from the face of the concrete so from a distance you wouldn't notice them much.
