I'm having PC issues???

Anyone that is PC savy, I know there are a few experts here, I just need to know where to look and change the settings to allow file sharing. I can't attach photos in emails or try to upload them to sites like imageshack to put them into forums and such. Any help is greatly appreciated....

The windows file sharing feature has nothing to do with being able to upload stuff to a website.....

If I try to attach a pic from a folder on my pc it won't do it, but if I go to the folder directly I can open the pic and visually see the pic. The picture folder is "empty" when trying to browse and open it to attach it to an email. Maybe that makes more sense about what I am experiencing. It is happening as of late, I have been able to upload and attach pics forever, but now it isn't working. :wooo
