pop-up headlight

A car I am eyeing has a bad headlight gear I would assume. It goes up, but makes a horrible grinding sound long after it goes up/down. Anyone know a ballpark price on this repair or can anyone do it on the side?

There is a company that makes brass replacement gears but I cannot remember who it is. Ive used them in the past.
