It's basically a water rat or some sort of rodent or raccoon like creature stripped of it's hair and decomposing. You can see a fly on it's back...which shows this thing isn't too big. It's size might be a little distorted due to bloating possibly.

Probably fell off a ship somewhere not too far out to sea. Many people have a tough time identifying live creatures, much less dead/decomposing ones, lol.

Judging by the beak shaped nose Im going with an Eastern Green Sea
Turtle less its shell, decomposing causing the swelling around what
used to be flippers.

im pretty sure turtles done abandon there shell other wise they would have no spine the backbone is part of the shell

This is a decomposing carnivore of some type, clearly (no pun intended because the picture is not clear, and there is not scale for size) a mammal.
The new pictures are better. To me it's suggestive of a canine. It's not a beak - it's nasal bone. The jaw looks distinctly canine.

I'm thinking.... pit bull/dog? Water can do nasty things to an animal, especially if he was tossing in the water a while.

As for the malarkey about a turtle without it's shell.... umm.... it's not like a pair of pants a turtle can just slip out of. They're ATTACHED. In fact, the spine of a turtle is basically welded to the shell. And well... he looks remarkably smooth for having his spine yanked out.

Actually, it is a water rat. Water rats have the same beak like tooth .

Yeah I really don't care either way.. just figured I'd throw that up there since I was bored and looking around..
