Does the DMV perform a visual inspection of your car if you fail the sniffer test?

I don't think they do, but a friend told me otherwise. I believe they just tell you to fix it, and how you fix it doesn't matter to them at all.

Who's correct? :)

Thanks

Well i work for emmisions on J in waukesha by the airport. If you fail we just tell you the readings and say to get it fixed, but if you fail 3 times and need a fourth test they will look under your hood to make sure all emmisions equipment is hooked up. But if you try to get a waiver on the test the manger of the station will go out and make sure that you have cats, o2's and etc.....
Hope this helps.

so they still are doing sniffer tests? I heard that they were only doing ECM (OBD) scans or something

96 and newer cars get the plug ins. Unless for some reason the computer cant access your PCM, then they have to run it on the dyno.
