surface rust removal?

the new brakes discs i had planned on installing this weekend have a thin coat of rust on them (mostly from the rain and flooding weve had)... ive already tried using a scotch bright pad w/ some wd40 but i need something with a little more kick... what would you guys recommend?

disc brakes get that from sitting while on the car too...my SUV sat for a month before i bought it....the routers had a little rust on them...by the time i got home...they looked like the never had rust on them...JMO..

that i know... but this entire brake system im installing is gonna be brand new... i suppose that little bit of rust wont hurt anything, i just want to be sure...
