I was in New Orleans 6 months after Katrina and I can state from stories of people down there that it really was a time of "who gives a shit" when it came to taking merchandise. A few blocks north of Bourbon street, where the water barely reached up to I saw two or three looted stores with at least one of them being a Payless Shoes.

As far as the police are concerned they were authorized to take whatever was necessary to keep their duties up, I don't know if that included shoes though.
