Corvette Jabo

A friend is having some issues with his barkes on his 1999 Dodge Stratus ES - V6 - Four Door. In the second picture where the steel line meets the rubber line, is this some type of check valve? It does not seem to release the brake fluid back into the line after he removes his foot from the brakes.
Thanks for all of your help in advance!!!

Jabo, here are a couple of pictures. I'm sorry the close up is out of focus. I had the camera set on macro focus and did not realize the depth of field was so bad until I uploaded the pictures and by then I had the car put back together. If need be I will jack it up tomorrow and get more detail of the device.
The symptoms I have are:
1. Left rear brake caliper does not release fully. Right side works fine.
2. I replaced both rear brake sets last week - rotors, calipers, pads
3. When changed the left side was down to the rivets while the right side was 50%
4. During bleeding - right side had a steady stream until pedal hit floor - left side did a little spurt then dribbled until pedal hit floor
5. Left side now over heats - I replaced the caliper tonight with a new one and the symptoms are the same.
6. During left side bleeding, the caliper does not release when the pedal is released - only releases when bleeder screw is opened.
7. Brake pedal is not spongey.
Regards,
Jim
