Making a KIT car legit

I was just wondering, if someone were to make a "kit car" where would i look to make it legal to drive on the street??? because i have another little project I am doing, but i wouldn't be able to drive it on the street so i was just wondering...

incase someones wondering, it involves a quad 4 ~200HP and a total weight aorund 1000-1500LBS...a large gokart.LOL weeeeee
