Police officer is charged with sexual assault of child
South Milwaukee officer lives, arrested in city of Oak Creek

South Milwaukee police Officer Todd Berggren, 42, was charged with four counts of sexual assault of a child, two counts of sexual exploitation of a child and 13 counts of possession of child pornography by the Milwaukee County District Attorney’s Office on Nov. 28.

Berggren, an Oak Creek resident, was arrested Thanksgiving day, Oak Creek Police Chief Thomas Bauer said.

According to the criminal complaint:

Berggren’s daughter found a memory stick next to a digital camera at her father’s residence. The girl turned the memory stick over to her mother, who in turn, gave it to Oak Creek police.

The memory stick allegedly contained 13 images of Berggren sexually assaulting an unconscious 12-year-old girl, and one image of the girl partially naked.

Berggren, a patrol officer, has been with the South Milwaukee Police Department for 16 years. South Milwaukee Police Chief Ann Wellens said he has been placed on administrative leave with pay pending the outcome of his trial.

Wellens said her department will be conducting its own internal investigation.

“It’s very unfortunate that this happened, but we don’t want this to be reflective of the other officers we have at this agency. This has been very devastating to the community, but also to the entire department,” she said.

Berggren is being charged with two counts of first-degree sexual assault of a child, which are Class B felonies. Each carries a maximum penalty of imprisonment for up to 60 years.

He also is being charged with two counts of second-degree sexual assault, which are Class C felonies. Each carries a maximum fine of not more than $100,000, or imprisonment for up to 40 years, or both.

The four counts of sexual exploitation of a child are Class F felonies, which each carry a fine of not more than $25,000, or imprisonment for up to 12 years, six months, or both.

Each of 13 counts of possession of child pornography carries a fine of not more than $10,000, or imprisonment for up to three years and six months, or both.



We dont want this to reflect on other officers? Well its a little late for that don't you think?

Cause the Chief is mostly her friend and he (the accused) has been on the force as long as the Chief has.

So you know how that stuff is.

these people need to be thrown on an island with each other and have nothing to do with civil people. let them be the animals they are by them selfs, and don't let the reproduce.


but that would be cruel and unusual punishment.......whats not cuel and unusual about this crime?? toooooo many people are toooooooo forgiving. thats why these things keep coming back, because too many pervs are getting off on lower charges or let back out. lock them up and throw away the key or leave them on an island with hungry pigs

I am not saying that this guy is not guilty, but he is still getting paid because he has not been found guilty yet.
